Public Notice: Police Reform Committee

NOTICE IS HEREBY GIVEN; the Police Reform Committee for the Town of Hunter Police Department will hold meetings to accept public comment via Zoom on 3/8/21 at 7PM. Please email the Committee  at hunterpolicereformcommittee@gmail.com by 5PM EST to request the link.

Draft Resolution (updated 3/7/21)

By way of Governor Cuomo’s executive order #203, “in the wake of the police-involved death of George Floyd in Minnesota”, The Town of Hunter Police Reform & Reinvention Committee puts forward the following recommendations to be adopted by the Town Board in a Resolution:

  • Dedicate the resources necessary to complete a comprehensive Town of Hunter Police Policies & Procedures Manual by December 31, 2021. The manual needs to include specific code of conduct and accountability policies with respect to social media, background/hiring policies, and civil rights. The following policies have already been adopted by the Hunter Police Department and will be explicitly codified in said manual:
    • Use of physical force
    • Use of firearms and deadly physical force
    • Procedure following any firearm discharge, whether accidentally or in performance of duty
    • Death in custody reporting
    • Ban on chokeholds or any similar restraints
    • Entitlement to medical or mental health treatment for individuals under arrest or in custody
  • Establish training requirements, including evidence of completion, for all members of the police force to include but not limited to the following:
    • Racial/Implicit Bias and Gender Bias training
    • Use of Force training
    • Mental health situational training
  • Establish a civilian comment system for interactions with the Town of Hunter Police that offers a simple and easy way to communicate any issues with individuals or the department in general. The system must also allow for anonymous/confidential complaints as well. The comment system should include transparency and appropriate actions of accountability should be applicable.
    • Require officers to distribute contact information on a card during any interaction. Card should contain officer name, badge number, phone number of police and link to civilian comment web address where compliments or complaints can be registered.
  • Continue the trend and increase efforts to treat addiction as health issue, rather than a crime, deploying diversion therapy as alternative to incarceration as soon as possible in Town of Hunter Police interaction with individuals
  • Proactively integrate, systematize, and integrate cooperation with mental health professionals, including MCAT, Mobile Crisis Assessment Team, as alternative to arrest/incarceration.
  • Commit to no less than 2 town halls annually, with a focus on police and community relations. Ensure meetings meet “public notice” qualifications and are distributed widely.
  • The New York State Police & NYS DEC officers and forest rangers provide a significant amount of law enforcement here in the town of Hunter.  We urge the Town Board to request that ALL State Police agencies undergo the same “Reform and Reinvent” analysis that county and local police agencies have undertaken.

A group of medical professionals have had conversations with addiction experts across the US, and based on this; the vast majority of people who need treatment for substance abuse disorders do not seek it. Public Notice – Tax Collection

TAKE NOTICE, that I, the undersigned, Collector of Taxes of the Town of Hunter, Greene County, New York, have duly received the tax roll and warrant for the collection of taxes for the year 2021, and that I will receive taxes as follows:

Check or Money Order payments accepted at the Town Hall, 5748 Rte. 23A, Tannersville, NY Monday through Friday 8AM-1PM and 2PM-4PM via secure drop box. Cash payments will be accepted in person by appointment only and proper PPE is required. Do not use the drop box for cash payments. Payments also accepted at the Bank of Greene County (Tannersville Branch), during the penalty free period only, during normal lobby and drive-thru business hours. All payments made by mail must be postmarked by the last day of the month due.

TAKE FURTHER NOTICE: Taxes may be paid on or before February 1, 2021 without charge or interest. On taxes remaining unpaid after February 1, 2021 there shall be added one percent for February or the remainder thereof; two percent for March; three percent for April; four percent for May; five percent for June; six percent for July; at which time the return of unpaid taxes is made by the collector to the County Treasurer pursuant to law.

Temporary Change to Greene County Solid Waste Transfer Stations

Temporary Change to Greene County Solid Waste Transfer Stations Operating Schedule Due to Increase of COVID-19 Cases in Region
Due to the increase of COVID-19 cases in the region, Greene County Solid Waste Management has made the difficult decision to temporarily close three of its four transfer stations one additional day each week. This decision was made out of an abundance of caution to ensure the health and safety of its staff.
Until further notice, effective Monday, December 7, 2020, Greene County Solid Waste Management will be implementing the following changes to its operating schedule:
Catskill Transfer Station: closed Sunday and Wednesday (no change).
Coxsackie Transfer Station: closed Sunday and Monday.
Hunter Transfer Station: closed Tuesday and Wednesday.
Windham Transfer Station: closed Wednesday and Thursday.

The new hours will be posted on the county’s website at www.discovergreene.com and residents may address any questions to the Solid Waste Department at 518.943.4600 or solidwaste@discovergreene.com

COVID-19 TESTING INFORMATION

For immediate release:

Greene County Public Health Department (GCPHD) in partnership with the Town of Hunter’s Supervisor and staff will be conducting a COVID-19 testing site for Greene County residents on Wednesday, December 2nd from 3-5pm at the Town of Hunter government building located at 5748 Route 23A.  Testing is by appointment only with a limited number of slots available since prioritization is given to those who are symptomatic; need a test to return to work or school; nursing home visitation; or have been notified by the GCPHD as being a close contact to a confirmed positive case. Travelers or asymptomatic folks (without symptoms) will NOT be tested at this site due to laboratory policies, but GCPHD can give alternate testing site information by calling 518-719-3600.

To register:  Please call GCPHD at 518-719-3600 and a representative will take your information.  The deadline to register is Tuesday, December 1st by 3pm. You must be registered to attend this testing site.

On the day of testing, you must bring a photo ID indicating your permanent Greene County address. You will be directed to stay in your vehicle and follow traffic flow thru the test site, and if asymptomatic, when to leave your vehicle to walk into the building for testing.  Symptomatic individuals will remain in their vehicle at all times and will be directed where to go. Security will be on-site to assist with traffic flow and to assure the safety of all vehicles, individuals and staff.  After leaving the testing site, residents with symptoms should drive directly home for self-quarantine until the results are shared with them.  It may take a few days to receive the test results, but once obtained from the lab, a GCPHD staff member will call the residents with their results. For those with positive results, further instructions on Isolation measures will be given.
